HON. SUSAN R. HOLMES WINFIELD (Ret.)

Susan R. Winfield is an internationally experienced mediator and mediator-educator in civil, business, and family matters since 1994. She recently retired from the District of Columbia Superior Court bench in October 2005 after serving twenty-one years as an Associate Judge. Before her retirement, Judge Winfield served in the Civil, Criminal and Family Divisions of the Superior Court of DC. In addition to her experience as a mediator at the Court, Judge Winfield has received training in mediation techniques and skills at both the professional and advanced professional levels.

MEDIATION EXPERIENCE

Superior Court – mediated hundreds of cases to settlement, including:

  • complex medical negligence
  • wrongful death and survivor actions
  • toxic torts
  • construction accident negligence
  • employment discrimination
  • automobile personal injury
  • domestic relations and custody

District of Columbia Court of Appeals – recently appointed to a panel of senior judges that is conducting an experimental mediation program involving cases pending before the D.C. Court of Appeals. To date, Judge Winfield successfully mediated the one case that was assigned to her in this program.

MEDIATION TRAINING EXPERIENCE:

Invited guest speaker, trainer, and consultant for the governments of Tanzania, Uganda, and Zambia since 1994. Assisted the judiciary in each country to develop Civil Delay Reduction Case Management Systems as well as Alternative Dispute Resolution (ADR) programs. Also assisted in the development of training programs in the United States for the benefit of judges from African and other countries.

POSITIONS HELD:

• Presiding Judge and Deputy Presiding Judge, Family Division, Superior Court, District of Columbia. Administrative responsibility for the Family Division of the Court, including calendar assignments, dissemination of recent case law, and developing techniques to improve case flow management. Provided liaison between the Court and the various family bar associations.

• D. C. Court of Appeals – sat by designation on the District of Columbia Court of Appeals. Authored one opinion and participated in two other opinions of the Court. (See, Kay v. Pick, 711 A. 2d 1251 (D.C. 1998).

• Member -- Civil Delay Reduction Task Force
This task force was created to study the methods available to substantially reduce the delay in processing civil cases. This was the task force that ultimately evolved into an implementation group that established the current internationally recognized case processing system in effect in the Civil Division of our Court.
